International Energy Efficiency Financing Protocol (IEEFP)

EVO has published a new document entitled " International Energy Efficiency Financing Protocol" (IEEFP). This document provides guidelines for Local Financing Institutions (LFIs) around the world to evaluate and finance energy efficiency and savings-based renewable projects (Energy Savings Projects or ESPs).

The document summarizes IEEFP bank training program created by Thomas K Dreessen and first conducted in Mexico. It is designed to make financiers and other related personnel aware of the value of Energy Savings, and consider them as an asset against which to invest in Energy Efficiency Projects. It sets out procedures and techniques available from EVO to help them realize the value of savings in the financing ESPs for their customers.

The Maicon Package.

Maicon Associates are offer a package of Training Modules and Sample Operating documents to provide guidance to new ESCOs and those organizations aspiring to become ESCOs. This Information/Training package covers all aspects of ESCO operations. It is particularly valuable during start up phase of a new ESCO, but also provides useful ongoing support once fully operational.

The Guidance Package is based on first hand experience of the principals of Maicon Associates Ltd, a U. K. based company, who worked for SHELL uk's Energy Performance Contracting subsidiary EMSTAR, and latterly DALKIA, the French Multinational ESCO.

Since 1994, Firstly as Dalkia, and latterly as Maicon Associates, The Principals have been providing Technology transfer for the creation and training of new ESCOs throughout Eastern Europe.

Whilst the Maicon Package is comprehensive and complete in itself, experiences in Czech Republic and Lithuania has shown that it is most effective with parallel hands on training which is available from Maicon's staff.

It is therefore recommended that one or more of Maicon staff provide the initial training and where necessary "Hand Hold" the new ESCO orgnisation particularly during the "Start Up" phase. This support, on the day-to-day activities can minimize wasted project development effort (and costs), and result in a much faster delivery of viable projects and profitable revenues.

The delivery of these Modules is through an intensive Training Programme of five days duration. It is interactive and involves extensive trainee participation. The medium used is Power Point and explanations are supported by real life case studies. Where the native trainee language is other than English, the programme can be delivered with consequential interpreting. This has worked satisfactorily in several Eastern European countries.

The trainees are given printed hand outs and instruction material after each module. A ring binder is provided, so that at the end of the programme, the bound handouts form a valuable reference manual for trainees to take away. Where appropriate, software and examples on CD roms or 3.5 inch floppy diskettes are included.

The Maicon Package also includes all necessary specimen documents, which compliment the training modules. These are all the documents, that an ESCO typically uses in it's day to day operations. Where necessary, Maicon can help customise these to suit the new ESCO Company's legal, financial and political environment.
