TWINNING & NETWORKING OF ENERGY SERVICES

This project was undertaken in association with ADEME (France). It involved on the job training on EPC projects in UK and France, and support on development and implementation of pilot Energy Saving projects in three PHARE countries. The work also included Industrial Due Diligence analysis of host organisations and their markets. Project led by the Principal Associate of Maicon.

TRAINING OF ESCOs

The creation of a strong ESCO industry is a major objective of the PHARE Technical support to the Energy Sector.
Maicon led the project team to develop and deliver a comprehensive training programme for indigenous ESCO organisations in all aspects of Third Party Financing, right from bankable project identification through Energy Audits, securing financing to contract negotiations, project implementation and long term operation. Project led by the Principal Associate of Maicon.

CZECH REPUBLIC EU'S PHARE PROGRAMME

DISTRICT HEATING PRIVATISATION

Coopers & Lybrand ( Now Price WaterHouse Coopers ), appointed the Principal Associate of Maicon to undertae a detailed Technical and Financial Due Diligence of five District Heating Schemes prior to their privatisation.
The work involved detailed appraisal of energy and manpower expenditures, plant reliability and comparison of the economics with International norms. The work resulted in compilation of a comprehensive Privatisation Prospectus.

POLAND EU'S PHARE PROGRAMME

DELIVERY OF EPC AWARENESS PROGRAMME

This project was executed in association with SEVEN, local consultant partners.
Potential end users in the Health, Education and Industrial sectors were taken through detailed aspects of Energy Performance Contracting and Third Party Financing. A particular area covered different types of EPC contracts and potential areas of conflict between ESCO's and their clients. The objective being to produce a ready pool of clients for the involvement of potential ESCOs. The project was led by the Principal Associate of Maicon.

CZECH REPUBLIC EU 'PHARE PROGRAMME

DESIGN OF ENVIRONMENT FUND

This project involved a detailed analysis of finance requirements for pollution abatement projects in both public and private sectors. The projects were mainly aimed at SME's.
The role of the principal Associate of Maicon and his team concentrated on developing mechanisms for screening of potentially large number of SME's. The work went on to modifying existing arrangements for disbursing State Environment funds to include additional funds made available by PHARE.
An overriding concern was to safeguard disbursement procedures to ensure transparency.

CZECH REPUBLIC EU 'PHARE PROGRAMME

TECHNICAL SUPPORT TO ENERGY SAVING FUND MANAGER

The project was secured and led by the Principal Associate of Maicon.
Development of procedures for evaluating, screening and certifying bankable Energy Efficiency projects for funding from the PHARE Energy Saving Fund. Part of Technical Support to the Fund Managing Bank.
This work involved setting up of detailed guidelines for submitting projects for funding including:

  • Investment Grade Audits
  • Project Appraisal Methodology
  • Fund awareness and Promotion

CZECH REPUBLIC EU 'PHARE PROGRAMME

DESIGN OF ENERGY SAVING FUND

Appointed to identify barriers to financing of Energy Saving Projects, and to design the institutional structure of a Fund to overcome these barriers.
The work directed and led by the Principal Associate of Maicon. involved:

  • Detailed review of the Energy consumption in various sectors to identify priority areas, magnitude of savings and levels of capital investment required.
  • An in depth appraisal of the financing sector, identification of perceived risks, and a short list of financial institutions for selection as a prospective Fund Manager.
  • The Design of the Institutional Framework of the Fund for safe and efficient disbursement.
CZECH REPUBLIC EU 'PHARE PROGRAMME

THERMIE Workshop on Modern Financial Mechanisms (TPF/BOT)

Appointed to prepare and deliver a training workshop for senior government officials and representatives of financial institutions of countries in the Black Sea Region (Bulgaria, Romania, Albania, Georgia, Azerbaijan, and Turkey). The project was led by the Principal Associate of Maicon.

INTRODUCTION OF THE ESCO CONCEPT IN BELARUS

Appointed by the World Bank in 2004 to host a workshop on the ESCO concept in Minsk, and examine the legal and fiscal environment in Belarus, the barriers and what needs to be done to prepare Belarus for the introduction of ESCOs

CZECH REPUBLIC EU 'PHARE PROGRAMME

DEVELOPMENT OF ENERGY SERVICE COMPANIES IN LITHUANIA (UNDER EU'S SAVE PROGRAMME)

A project undertaken with Lithuanian Energy Institute, Lithuanian Energy Agency, and AF International of Sweden.
The project involved an in depth study of the Lithuanian Banking and Legal sectors and identification of Lithuanian companies in the Engineering/Energy sector to become ESCOs. The project acted as a marriage broker between the two sectors and identified pairs from each sector interested in joining and forming operating ESCOs.
The work went on to provide comprehensive training to potential Lithuanian ESCO companies, development of their Business Plans and other steps necessary to encourage companies to launch themselves as ESCOs.
Maicon was appointed as a company and the ESCO part of the project was by the Principal Associate of Maicon.
